They are not. The truth is few people who join the navy ever get to use the Montgomery GI Bill. On top of suicide being a perenial contender for top killer in the military year in and year out, there are other hopeless routes. Some serve a whole career of missery only to find there is nothing out there that relates to their detached mind and body. Before I left the navy almost 10% of my crew aboard the USS Dallas was kicked out for drug usage (in 1 year time frame). It has gotten to the point where they have cut back testing.
